How can we reduce unsafe acts on the roads and avoid accidents?

It is common to see various unsafe acts by vehicle drivers on the roads, like, talking on mobile while driving, driving in the wrong direction, parking the vehicles on the roads at unauthorized places, overloading, jumping the signals, etc.  A large number of vehicles are parked on the roads, causing congestion. Taxis, etc are parked near bus stops to pickup prospective customers, leading to reduced road width for other commuters. This is because no proper space is left during construction of houses, shopping malls, theaters, etc to maximize returns for them while not bothering about safety for public on the roads.
These acts endanger the vehicle drivers as well as other vehicle drivers and pedestrians. And it is not possible for the traffic police to catch all of them at all times.
Common public should be encouraged to take photographs of such unsafe acts along with readable vehicle numbers and local government should create a website for uploading of such photos by public and ensure some responsible authority in the control room to verify, prepare and issue penalty notices.   Surely, local authorities can make a killing by collecting parking fee on the roads instead of their own buildings because of parking everywhere on the roads. Non-payment should result in attaching the vehicle and/or property of the offenders.
Only when such public participation is ensured, road safety for all can be a reality. Else, it will be difficult for anybody to control and avoid accidents on the road.

Something about "Don't scratch silver foil coat with nails"

Today, I saw an e-mail with the following information:

When I tried to know about information about silver nitro oxide, I found the following blogpost on the same subject, as per which the above information is totally wrong.

Search from internet on the same topic (hazards of sliver coat on recharge cards in google search engine) took me to the following post, which is a health study on scratch cards in Nigeria that concludes heavy metal contamination of food after scratching the cards.

Anyway, leaving the information out, we can use some coin to remove the coat on the recharge cards or scratch cards, etc instead of using our nails. The coat is some chemical compound and is better to avoid contact with any chemiclas whenever / wherever it is possible.
If we have to recharge our mobile, we can do the same with credit cards or at the street shop by going physically or if we developed some rapport with him, he can do based on our phone call.

No increase in brain cancer from mobile phone use - Danish study

Earlier, we read from WHO study that mobile phone may cause brain cancer. Now, a Danish study says no increase in brain cancer due to mobile phone use. There are conflicting statements/reports from different study groups. Whatever it is, as electromagnetic energy can have biological impact, it is better to minimize exposure and follow the principle of ALARA i.e as low as reasonably possible.
If you are a business man and sitting at one place use fixed phone instead of mobile phone. If you are on the move, you can postpone your conversation till you reach your residence or office. If you are a marketing executive on the move, use earphones that are declared safe. Use of mobile phone on move also introduces other hazards like lack of concentration and can involve you in road accidents.
You may be lured by mobile applications, but the time spent on surfing or learning the applications is more than the actual gains and burning the pocket.
