Zero accidents through zero unsafe behaviors. Do not be complacent that there are no accidents. There may be near miss accidents (NMAs). With luck/chance, somebody escaped knowingly or unknown to the person. But, we can't be safe, if we depend upon the luck.

An article in Yahoo - Forbes on assessment of continuing our present job

In an article that I saw in Yahoo, six points are listed as checkpoints to see whether our present job is suitable or not to continue.

Some of the points are like, no more impact, people are not liking the ideas, don't like going to the work, etc which are mostly faced by safety professionals. Unless safety culture is introduced from day one of the factory started, people don't like to follow safety principles, as they feel that they are imposed. With people around not liking/listening means no impact in safety culture in the factory inspite of best efforts by the safety professional making him feel irrelevant, no job satisfaction, and don't feel like going.

But, this will be the situation generally everywhere as there will be hard nuts everywhere and if one keeps changing the job, finally the person will be branded as rolling stone and will not be considered for jobs at all. Possibly, one should do more research on the company he intends to join before and try to settle.

Safety Rules and Regulations - there will be blood stains behind

It is quite common for safety professionals to be at receiving end, bombarded with questions, when suggestion / advice is given based on rules and regulations. Leave apart general advice when given, safety professionals are questioned for the basis. 
But, everybody should remember that nobody is interested in slowing down the work pace. Nobody is interested in doing additional work. Nobody wants to take blame, knowing fully well that any safety advice communicated will have questions directed back to them. Still, it is rendered for the reasons of doing their mandated job. A safety professional is not a namesake fellow  to be shown to factory inspectors during their visits. There are some good organizations, national and multinational, who follow safety in toto. And, they proved that in the end, safety aids in increased production. 
But, to realize this, we have to sweat initially, should have thinking and application in the conceptual and design stage itself. Okay, it is not there initially. Then, let us struggle for some extra time, to implement during operational stage. 
But, during this stage, if incharge sees this work of implementing safety retards production during his period and he will not be recognized, then it should be made known to this incharge by top management that goals will be set considering all factors. Give, sometime for seeing the results of implementation of safety procedures (if implemented late, not required if implemented during design stage itself). Do not encourage the ideas of shopfloor employees to bypass safety systems for achieving higher production in a short time. This will be shortsightedness. One will get higher production initially for some time, as there may not be deterioration of culture quickly. However, with time, with changing mindset and taking roots, joining of new recruits who learn such bad practices from first day, one can see the signs of near misses and later accidents resulting in injuries and property damage.
Study of such accidents leads to internal regulations which when published and / or goes to the notice of regulators, will turn into legislations. Slowly, one forgets the reasons for a rule or regulation and then questioning of basis for such rule begins (wheel needs to reinvented).
This becomes like one chanting mantras and then getting involved in all acts against the meaning of these great mantras (pseudoism).

Bullying safety officer is like hitting under your own pants

Those who do not like safety officers to inspect their areas for identifying hazardous conditions and also pick up arguments to make/scare them not to visit their works areas will not help to improve the situation. It will only spiral the hazardous conditions and can lead to accidents on a large scale at a later date.
Clearly, there are provisions in related regulations to penalize and also punish the works managers for violations. It is a matter of time before the law catches up with the violators.

Unless these works managers realize the importance of safety and learn the punishments that await the (willful) violators, there is no light for the safety of the persons working in  work areas managed by such persons who are no different from murderers.

Injuries / deaths to employees in those work areas can be compared to planned murders/attempts to cause injuries as works managers neither take action to prevent unsafe conditions not help the safety professionals to identify and suggest safety measures.

Unfortunately, safety officers are not vested with powers like that of regulators and thus will be at the receiving end unless the in-charge of the facility gives unconditional support. Else, at some time or other, the safety department officials either will keep quiet leaving the matters to the fate or will look for better opportunities in other companies. Either way, it is the loss to the company having such safety culture.

Ego - obstacle to safe practices

Generally, safety professionals have advisory role. Any advise from company's safety professional(s) may be taken with good heart, reluctantly accepted because of pressure from top management or will be rejected vehemently. Sometimes, safety professionals will be questioned about their knowledge/experience/capability in matters of production activities and production managers try to draw a line saying that they are more capable of taking care of their work and also of safety in their work place and that they do not need any advise from safety professionals.
However, when some incident happens, safety professional of the company will become the first target of these production managers, saying that they were not sufficiently warned about the hazard, that the safety professional slept without doing his job, and so on. This will be the case even if there were some incidents in the work place.
Surprisingly, sometimes, even regulators too question safety professionals of the company instead of engaging the production managers for safety related lapses in the work place.
The ego in the minds of production managers (and down below) is an obstacle to listen to the voice of safety professional and this endangers safety of employees in the work place. They do not accept the fact that there is something (mindset to see the dangers and to learn lessons from events) missing on their part leading to occurrence of nearmisses, incidents and accidents. Any occurrence is taken as onetime affair and is not acknowledged for system deficiencies. Even efforts will be made to cover up the issues or not to bring to the notice of safety professional for investigation and thus do not want to learn lessons.
The case studies, lessons from occurrence that are freely available in the internet are taken as too theoretical or that these are not applicable to their work place. Nobody can help such managers and those working under them will only become easy prey to the hidden dangers.

Manage Change before it manages you

I read above quotation somewhere and noted in a pocket diary. Today, while going through the book I found this again.
Many changes take place everywhere and we carry out those changes most of the times to meet immediate requirement rather than analyzing for hidden dangers (or side effects). My colleague's brother who was a scientist during his government service used to say, 'what is temporary today is permanent'.
Safety professionals will be facing problems in convincing the shop floor managers to carryout proper hazard analysis and many times, the reply will be that they need clearance to execute so and so job and later it will be removed or it will be taken up for study.
There were a number of examples listed by reputed safety professional Trevor Kletz in his books like, What Went Wrong, Still Going Wrong, Learning from Disasters, etc, where many incidents took place because of improper or no evaluation of hazards.  Management of change is an important aspect in industries without which, we may end up with unforeseen events.
Sometimes, even shop floor workers too will find safety department an obstacle to their production job because of questions raised on safety, though, if something wrong occurs, it is the safety professional who will be questioned for not being authoritative or not active.
Hence, whatever be the nature of change or modification proposed, let it be process parameters, raw materials, equipment, or its accessories, auxiliary services, supports, or even operators, one should carry out a detailed analysis for hazards, impact on operation due to lack of knowledge/training/behavior, etc and then only proceed if satisfied with the results.

What drives a person to go for safety profession?

Appointment of safety officers/supervisors/captains/coordinators by production facilities under Factories Act is a mandatory requirement. A number of institutions offer certificate/PG courses with duration ranging from one week to two years. There is no bar on educational qualifications or experience for some of these courses. For awareness, I feel this is alright. However, for those for appointment as safety officers, prior experience in plant operations should be a must before joining the course, without which they can't understand the operations and theoretical knowledge alone will not be sufficient.

Though, the respect for safety professionals in reality is not much and is a thankless job as those in other professions feel that safety procedures and advice are only a bottleneck for achieving higher productivity, the reasons for taking up this profession can be many, like, self interest, advice from family members / friends / teachers / others, job opportunities, compulsion (transfer from one post to another or promotion within the organization), notion that work will be less / no responsibility, etc. Salary is generally good and is comparable up to certain level with other professions and is even stated in similar lines in the Factories Act. Monthly salary varies from Rs 5,000/- for freshers/trainees to few lakhs of rupees  for senior positions.

However, last week my colleague who retired from service told his reasons for joining the safety department three decades ago, which I liked very much and felt that without this one can't do justice to the safety profession.

The reasons my colleague stated are,

  • love for the profession
  • opportunity to help others to identify hazards and suggest measures for their safety
  • satisfaction from preventing accidents/losses and feel of social service
  • opportunity to interact with all employees and many outsiders 
  • opportunity to learn continuously from different situations
  • excitement from different problems and situations instead of doing routine work for long periods
  • opportunity to teach in training programmes and help the participants to have focused view on 'safe production'
Everyday, safety professionals will be facing tough situations at all levels from bottom to top levels leading to arguments, sometimes by facing rebuke and heart burn. One may become pessimistic and frustrated and carry negative thoughts to home at the end of the day and make life miserable for him/her and family also. But if we realize the importance of safety for the organization, possibly, we may not carry the thoughts and derive satisfaction that from whatever we did, we were able to prevent something which is not desirable for the organization.
If the top management commitment and support is available, then the life of safety professional will be easy.

Safety education - at what level it can be started?

I attended a one-day seminar on occupational hazards. The chief guest for the programme was Secretary for the Labour Ministry of the state government. In his address, he talked about various safety issues and finally he came to the subject of safety education. He advised the organizers of the event to coordinate with his senior staff and also of education department to introduce safety subject from school level onwards. He promised to talk to the secretaries of other departments for work in this direction. A noble promise indeed.

I never studied about safety, accident prevention, etc in my entire period of education. When I joined in the job, safety was touched upon during the training but there was no separte paper. Now for last few years, I am seeing that my children are having a chapter on road safety and environment protection. My juniors in the organization are having separte papers in their training programme on industrial safety and environment protection and I am taking classes for them on industrial safety. Really, a good development in our organization. Without studying safety subject, people are not aware of importance of safety and its benefits to the organizations.
In internet, we do have access to lot of information on safety, can see thousands of videos on selected topics. I feel that these videos as appropriate should be shown to children from high school level onwards and are discussed by teachers. At college level, videos on accidents (particularly those of CSB, WORKSAFEBC, HSE, etc) are to be shown and students should be asked to comeout with their own ideas and suggestions for preventing such accidents including design changes. US Chemical Safety Board (CSB) is doing a great service to the world and they even send DVDs of videos free of cost whichever part of the world you are.

The pass mark for safety subject should be atleast same as that for other papers and it should be compulsory subject and not an optional subject.

If a person does not study about safety during his education years, then he will not understand the importance of safety in his employment years and he will be moulded by his workplace seniors in such a way that safety will not a priority to say the least. He may even think that safety procedures are an obstruction to his career growth, to his bonuses, etc till he lands in an accident or accident case depending upon his level of employment. I found this type of attitude when I discussed with my fellow safety professionals from various industries and the story is same. Not many care for safety or advise of safety professionals.

Therefore introduction of safety subject from school level is VERY IMPORTANT and should be continued upto degree level and specializations can be introduced at post graduation level.
